New 2008 Tire Rule: (Burris QRC 55, Rocket Boy 55 or Hoosier Equivalent (All must durometer 55 minimum) Spec RR tires mandatory in 125, 250 and 500 winged outlaw classes. May groove or sipe all tires for 2008! No soft tires on right rear!

All Classes listed above will run for Championship Point Awards and weekly trophies in their own division, but if four or less karts show up in any Adult Class, they will be raced with another Adult class. (Example: If three Blue OHV karts show up, they will be raced with Sr. Sportsman karts but scored separately, etc....)

** OPTION YEAR – The option is designed to give the Junior drivers flexibility of class due to the varying degree of driver weight and ability. 11(14) year olds are eligible to compete in the Jr. II (stock or sportsman) classes as long as they turn 12(15) in this calendar year. Once the driver moves up a class, that is where he or she will compete the remainder of the year, thus surrendering all prior class points. They cannot compete in both classes at the same event.

GENERAL TRACK RULES

ANY PERSON WHO ENTERS THE PIT AREA MUST BUY A PIT PASS AND SIGN THE INSURANCE WAIVER!  (If anyone is caught in the pit area without a pit pass and having signed the insurance waiver, he/she will be barred from the track!) 

ABSOLUTELY NO ALCOHOLIC BEVERAGES CONSUMED IN PITS DURING THE RACES.  ABSOLUTELY NO ILLEGAL DRUGS ON THUNDER HILL SPEEDWAY GROUNDS!  VIOLATORS WILL BE REPORTED AND BARRED FROM THE SPEEDWAY!

ALL MINORS (17 and under) AND THEIR PARENT OR GUARDIAN MUST FILL OUT A MINOR RELEASE FORM.

KART NUMBERS:  DRIVERS WHO RACED AT THUNDER HILL IN 2007 WILL BE GIVEN FIRST CHANCE AT THEIR OLD NUMBER, IF THEY ARE IN THE SAME CLASS THEY RACED IN 2007.  ALSO, WE PREFER ONE OR TWO DIGIT NUMBERS, AND SUGGEST RACERS DO NOT USE LETTERS.  IF YOU HAVE NOT RACED AT THUNDER HILL, PLEASE CALL TO SEE IF NUMBER YOU WANT IS AVAILABLE OR IS ALREADY BEING USED. 

RESERVED PIT PARKING SPOTS WILL BE SOLD (IF YOU WISH TO PURCHASE) AS YOU ENTER THE PITS AT THE FIRST SCHEDULED RACE.  2007 RACERS WILL BE GIVEN FIRST CHANCE TO BUY THEIR 2007 SPOT in 2008.

EACH CLASS WILL RACE (2) 8-10 LAP HEAT RACES AND (1) 12-15 LAP (depending on class & time) FEATURE EVENT.  LAP #’S MAY CHANGE DURING SPECIAL EVENTS.

CUT- OFF TIME FOR DRAW IS 5:45.   DRIVERS WHO DO NOT DRAW BY 5:45  WILL START IN THE BACK OF BOTH OF THEIR HEATS.

HOT LAPS PRIOR TO RACES.

NOTE:  ANYONE DRIVING A KART ON THE TRACK AT ANY TIME MUST BE WEARING ALL REQUIRED SAFETY GEAR!  (full face helmet with shield closed, padded neck collar, gloves, abrasion resistant jacket, (fire resistant suit in all Winged Outlaw classes required), full length pants, high top shoes).

YOUR KART MUST HAS FOUR NUMBER PANELS (front, back, sides) OF CONTRASTING COLORS OR YOUR KART WILL NOT BE SCORED,WING KARTS MUST HAVE #'S IN CONTRASTING COLOR ON HOOD, TAIL AND WING THAT ARE CLEARLY VISIBLE TO SCORERS OR YOU WILL NOT BE SCORED!

THERE WILL BE A MANDATORY DRIVERS MEETING AFTER HOT LAPS, ALL DRIVERS MUST ATTEND!

ALL RACERS MUST BE LINED UP AND READY TO RACE IN THE TRACK ENTRANCE AREA PRIOR TO THEIR RACE.  DO NOT BE ON GRID IF YOU ARE NOT IN THE NEXT RACE!

AFTER EACH HEAT RACE, THE TOP THREE FINISHERS MUST WEIGH .  AFTER THE FEATURE THE TOP FIVE MUST WEIGH, AND THE TOP THREE WILL GO TO THE IMPOUND AREA.

THERE IS ABSOLUTELY NO DRIVING OR COASTING IN THE PITS!  ALL KARTS WILL BE SHUT OFF, AND THE DRIVER WILL EXIT THE KART BEFORE THEY REACH THE SCALE.  ALL KARTS WILL BE PUSHED ONTO THE SCALE, NOT DRIVEN!

THUNDER HILL RECOMMENDS KEEPING SMALL CHILDREN OUT OF THE PIT AREA TO REDUCE THE RISK OF INJURY.  ANY SMALL CHILDREN THAT ARE IN THE PIT AREA MUST BE ATTENDED BY THEIR PARENTS AT ALL TIMES.

 WINGED OUTLAWS KARTS:

The karts competing in this class may be built by any competitor or manufacturer.  The kart, as built, must comply with all guidelines set by Speedway

officials.

ENGINE RULES:

Jr. Wing/Box Stock Winged Outlaws

( Can run 2008 IKF Gas Animal Super Sportsman or IKF, WKA or KART Stock Methanol Engine, or Blue OHV engine rules -must identify prior to tech!

CHASSIS SPECS:

     Main frame must be similar in design and appearance to karts competing at Thunder Hill Speedway with the addition of a roll cage.  Roll cage must be constructed of mild steel tubing, chrome moly tubing, or material of equal or greater strength, must be of a design that protects the driver in the event of an upset or mishap and pass stringent inspection by THS officials.  SAME AS Q.R.C SPECS.

-ABSOLUTELY NO SUSPENSION IS ALLOWED ON ANY WINGED OUTLAW KARTS! SPRING MOUNTED ROLL CAGE ON RIGID KART CHASSIS ONLY!

-NO CHAMP (style) KARTS!

SAFETY EQUIPMENT:

     Aluminum racing seat designed for use with a 5-point harness-mandatory. (Back of seat shall not be inclined less than 60 degrees)

     Driver should be able to exit kart without additional assistance.

     Commercially manufactured arm restraints only.

     Commercially manufactured seat belts only.  (Five point seat restraint system required.)

     Fire retardant racing suit mandatory.

     All other safety requirements stated in the regular THS rules must be followed.

BALLAST:  All non-structural weights added to  meet minimum kart/driver weight requirements must be bolted securely to the kart.  Carrying of ballast on the driver’s person is prohibited. Bolts of minimum 5/16” diameter must be utilized to secure weights, cotter-keyed or  double-nutted.  No weight shall be bolted to the underside of the kart.  Where weight is attached directly to the seat of a kart, a large diameter, metal fender washer must be used for reinforcement.  A maximum of 5 lbs. per bolt is allowed.  Any driver who loses weight on the track will be disqualified.  Ballast weights must be painted white with kart number inscribed.  Tape, hose clamps, ty-wraps or fasteners other than bolts are not legal for attaching ballast weights to karts.

SILENCERS:  Must be bolted and secured in a safe manner or driver will not be allowed to race or DQ’d.

WING REQUIREMENTS: Top wing required.

Box Stock wings allowed in Jr Wing/Box Stock Wing class at THS.

125, 250 and 500 Winged Outlaw Classes: Top wing must be intermediate or open style wing . (Approx. 34-40" wide center section and 42-48" long side panels)

Length and width dimensions will not vary 33%.    

Side panels must not obstruct driver’s vision

Nose wing optional.

Wing Sliders: Legal in all Winged Outlaw Classes, but not recommended in Jr. Winged Outlaw Class

BRAKES: Rear Disc Brakes Mandatory, Left front brakes legal, but not recommended in Jr. Winged Outlaw Class

BODY:

     Must be complete.  This includes hood, side panels, floor pan and tail.  May be built of aluminum, fiberglass or non-splintering plastic.  No sharp edges!

TIRES & WHEELS:

    5“ or 6“ rims.  Bead lock wheels are allowed.

Jr. Winged Outlaws have an open, slick tires ONLY rule (all 4 tires have to be slicks).

   QRC 55, Rocket Boy 55 or Hoosier equivalent treaded tire is Mandatory on right rear of 125, 250 and 500 Open, Winged Outlaw  karts.

APPEARANCE:  All karts must be have a neat and clean appearance!

STARTINGIf your kart will start with a kick starter, use it.  All wing karts that are pushed on the track to start, must be fired before they reach the flag stand.  No races will be held up to wait for karts to start.  This is only fair to the other karts already running on the track.

 

REGULAR RACE KARTS

( Novice, Jr. I, Jr. II, Sr. Sportsman, Blue OHV, Stock Medium, Animal Heavy)

ENGINE RULES:

 Mufflers are not mandatory.

IKF or WKA Stock Briggs & Stratton engine rules will apply to Junior I, Junior II, Stock and Animal classes at Thunder Hill Speedway. (Must be IKF or WKA, must inform official before tech)

JR. AND SR. SPORTSMAN classes-must run a Briggs and Stratton 5hp engine (IKF Briggs Gas Rules) and a drum style clutch

Blue OHV Engine Rules will be strictly enforced and is intended as an affordable Sportsman Class! Any Cheating will not be tolerated! Blue OHV engine rules

JUNIOR RESTRICTOR PLATES:

These plates are designed to provide slower and safer racing in Junior Classes. 

a.Centerline of restrictor plate must be maintained.

  b. Junior Sportsman/Novice & Junior I classes must run a IKF blue .425” restrictor plate, No-go.

  c. Junior II Class must run a I.K.F red .500" restrictor plate, No-go.

2. Install plate between the engine block and carburetor with flange into intake port. One gasket is required on each side of the plate.  *CAUTION:  Engines may be shipped from Briggs with two gaskets that appear as one.

3. Horstman LOGO is clearly visible above carburetor when installed correctly.

4. Air passageways for the purpose of bypassing the restrictor plate are not permitted.

5. Any competitor found changing or altering this plate is subject to a loss of points and awards for that event.

6. No funneling or air flow deflecting pieces are allowed on either side of a restrictor plate.

BRIGGS BLUE WAZOOM ENGINE RULES: (IKF National Championship Class)(12.5 h.p. with Zama .820 bore carb & cam with .255 max lift.)

This engine is to be run as originally manufactured in Council Bluffs, Iowa (no modifications of any kind).  In order to assure that no modifications are performed, the side of the engine is sealed.  The side cover seal is required in order for the participant to be allowed to race.  No tampering of any kind is allowed.  The following specifications are to aid the Tech personnel in determining whether the engine has been altered from when originally manufactured.  The seals are not to be reused.  In no way do these specifications constitute a need for additional blue printing.  Any other method of determining the legality of the engine is OK.  Tech gauging is available from Uncle Frank’s upon request.  After an engine is re-built, it must be re-checked and re-sealed by an authorized, service center.  Most items are stock, un-altered parts from Briggs & Stratton.  Most parts can be compared to known stock parts.

REGULAR RACE KART GENERAL RULES:

PROTEST:  If a competitor wants to have another competitor teched,  they can make a protest.  A sum of $100 cash must be submitted with the written protest.  $40 will go to the track and $60 will go to the protested or  back to the protester, depending on the tech inspection outcome.  (legal or illegal)

CHASSIS SPECS:  74” Max. Length, Front Bumper 7 ¾” Min. Height, Rear Bumper 7 ½” Max. Ht. of lowest bar, Wheelbase 50” Max., 40” Min.   

Tread width: 28” Min. Centerline of right front to Centerline of left front, 50” Max. width from outside of right rear tire to outside of left rear tire,

CHASSIS ADJUSTMENTS:  No chassis adjusters shall be used while in motion and must have lock-nut installed and tight.

JUNIOR SPORTSMAN/NOVICE, JUNIOR I AND II CLASSES ONLY must have full width double rail rear bumpers with rounded corners and no sharp edges. Adult classes may run narrow or wide bumper with minimum width will be centerline to centerline of rear  tires.  Maximum can be no wider on either side than the narrowest set of tires.

JR. SPORTSMAN/NOVICE CLASS:  The Jr. Sportsman/Novice class is designed for beginners only.  All participants will receive an award after feature event. This class will NOT receive points.

TIRES:  SLICK TIRES ONLY!  Maximum diameter 19.5”, minimum diameter 9”.  NO SIPING OR GROOVING OF ANY KIND ALLOWED.           

SAFETY RULES: 

Safety is one of the prime considerations of Thunder Hill Speedway.  Methods of operation, vehicle construction, track facilities and competition practices are under constant review to protect the karter and to raise the safety standards of the sport.

HelmetsAll helmets must be” Snell K998, Snell M2000, Snell SA 2000, SFI 31.2, SFI 41.2 or newer standards.  Drivers under the age of 12 must meet one of the above standards or the SFI 24.1 standard for youth helmets.  Buy a High quality helmet such as a Simpson, Bell, etc…… You will not race without a specified helmet.

Gloves and Face shields required.

Jackets: Leather or Heavyweight abrasion resistant vinyl mandatory.  Also full length pants and high top shoes or boots required.

Nomex or equivalent fire retardant suit is required in all Winged Outlaw classes.

Neck Collars:  Racing Neck collars are required in all classes

Rib Protectors: IKF/WKA Rib Protectors are HIGHLY RECOMMENDED (Not Mandatory)

CHAIN GUARDS:  Must have aluminum, steel or equivalent material chain guard by clutch and then extend chain guard with safe material to at least the centerline of rear axle.  Must be secured properly to protect driver from broken chain.

Bolts of minimum 5/16” diameter must be utilized to secure weights, cotter-keyed or  double-nutted.  No weight shall be bolted to the underside of the kart.  Where weight is attached directly to the seat of a kart, a large diameter, metal fender washer must be used for reinforcement.  A maximum of 5 lbs. per bolt is allowed.  Any driver who loses weight on the track will be disqualifiedBallast weights must be painted white with kart number inscribed.  Tape, hose clamps, ty-wraps or fasteners other than bolts are not legal for attaching ballast weights to karts.

NUMBERS: Black on white number panels are recommended but not required as long as sharply contrasting colors(clearly visible to judges) are used. (4) Numbers must be a minimum of 6” high and must be on front, rear and both sides of kart.  All edges shall be rolled, folded under or protected with rubber or comparable material edging for maximum protection.  All panels shall be attached in a safe manner and shall be subject to rigid technical inspection. 

BRAKES:  All karts shall have pedal operated brakes, operating in such a manner as to brake both rear wheels equally and adequately.  No scrub-type brakes permitted.  All brake caliper bolts, master cylinder bolts and master cylinder roll pins must be cotter pinned or safety-wired.  All bolts that hold non-captive brake pucks shall be safety-wired so that the bolt cannot unscrew, allowing the brake puck to fall out.  The foot operation requirements may be waived for physically challenged drivers.

SAFETY SHUT OFF:  Every engine must have a plastic ty-wrap on plug wire within easy reach of driver. We would like Jr. Wing karts to have kill switch within reach of driver.

SIGNALING:  All Drivers must raise their hand to warn other drivers they are exiting the track.  Exiting the track or re-entering the racing surface during a race event must be done in a safe manner or that driver will be penalized.  Judges decision is FINAL!

FUEL & OIL:  MUST BE DISPOSED OF IN THE PROVIDED WASTE OIL BARRELS!

FIRE EXTINGUISHERS:  ALL PARTICIPANTS MUST HAVE A WORKING FIRE EXTINGUISHER IN THEIR PIT AREA!

RACE FORMAT:

RESTARTS:  During a caution period, any competitor who needs to work on their kart will have a max. of 3 laps to do so in the designated work area of run-off area. Any driver causing two cautions will be DQ’d.  If you work on your kart you may be lined up at the rear of the field.

POST RACE WEIGH IN AND TECH:  The top 3 in each heat race and the top 5 in each feature must weigh at the scale (kart and driver) immediately.  If you do not weigh or do not meet the min. wt. for your class, you will be DQ’d.  The top 3 may be teched after any feature event, the track also has the option to tech any competitor for engine legality after any event, this includes RESTRICTOR PLATES!

POINTS:  Points will be awarded for feature events only, if a competitor cannot start feature event they will still receive last place points.  A person DQ’d for a rules violation will receive no points for that event and cannot use this race as a throw out event towards season points.

A person receiving a black flag in a heat race will get no points towards feature line up and a person receiving the black flag in a feature event will receive last place points.

PENALTIES AND CONDUCT:  Drivers will be responsible for themselves and their crews even when the driver is racing.  Any misconduct will be chargeable directly to the driver.  Anyone at anytime can be penalized or removed from the Thunder Hill Speedway premises for misconduct.  There will be zero tolerance with this.  Thunder Hill Speedway promotes a positive, safe environment for all fans and competitors.  Any person who uses foul language, complains to official during event or threatens someone will be removed or other penalty at the discretion of the official.  THE DECISIONS OF THE OFFICIALS IS FINAL AND NON-NEGOTIABLE.  If you want to speak to an official in a mature manner, that’s fine. 

THIS IS A REVISED VERSION OF RULES.  THUNDER HILL SPEEDWAY FOLLOWS ENGINE & CHASSIS SPEC GUIDELINES AS IN THE I.K.F. NATIONAL RULES FOR THE REGULAR SPEEDWAY KARTS.  THUNDER HILL SPEEDWAY ALSO FOLLOWS THE CHASSIS SPECS SET BY ORGANIZATIONS SUCH AS Q.R.C.  WINGED OUTLAW KARTS.  THUNDER HILL SPEEDWAY HAS NO AFFILIATION WITH IKF OR QRC.  DO NOT ASSUME SOMETHING IS LEGAL BECAUSE IT IS NOT WRITTEN IN THESE RULES.  CONTACT THS IF YOU ARE IN QUESTION, THS OFFICIALS DO RESERVE THE RIGHT TO JUDGE THE LEGALITY OR CONDUCT OF ANY PARTICIPANT AND/OR EQUIPMENT USED AT THUNDER HILL SPEEDWAY!
